Early Education Programs
Qualifying families can take advantage of the following programs in Deschutes, Crook, & Jefferson Counties:
Ages 0-5
Head Start
Head Start is more than a FREE preschool! The program serves families from prenatal through age 5 by integrating high-quality early education with critical services such as medical visits; hearing, vision and dental checks; free diapers; meals and nutrition; and family advocacy. With home-visits or classroom-based care, the program offers a variety of models to best fit your family’s needs.

Ages 0-3
Baby Promise
What it provides
- Baby Promise offers fully funded child care for income eligible families in Central Oregon by partnering with local child care providers including in-home and center based and assisting in connecting families to a program that works for them.
Eligibility
- Between the ages of 6 weeks and 3 years old
- Living in Deschutes, Crook, Jefferson County, or the Confederated Tribes of Warm Springs
- Enrolled in or eligible for ERDC

Ages 3-5
Preschool Promise
What it provides
- Preschool Promise offers culturally relevant early child care and education programs in a wide variety of settings across Deschutes, Crook and Jefferson County, including home-based, center-based, and school-based care. All preschools offer hours comparable to full-day kindergarten and provide supplies and meals.
Eligibility
- Families earning under 200% of the Federal Poverty Level, who live in Oregon with children who are 3 or 4 years old on September 1st of the program year.
