Kindergarten Readiness (KPI)
History of KPI
Oregon’s Kindergarten Readiness Partnership and Innovation Fund (KPI) was first authorized in legislation in 2014 as a means to support innovative and community-driven work aimed to improve children’s school readiness and reduce achievement gaps for those children and families facing the most significant systemic and other barriers to school success.
To achieve these goals, the Oregon Early Learning Division provides funds to the state’s 16 Early Learning Hubs which are given local flexibility to implement innovative approaches (often blending and braiding other funding sources) in one or more of the following areas:

- Supporting kindergarten readiness skills and smooth transitions to kindergarten
- Increasing family engagement in children’s learning and connecting families and schools as well as families with each other
- Providing professional development to early learning and/or elementary school professionals to improve knowledge and skills; and/or
- Increasing alignment, connection, and collaboration in the overall prenatal to Grade 3 system.
How Parents can get involved
Kindergarten readiness for parents involves fostering a child’s social-emotional, cognitive, and physical development, along with promoting independence and a love for learning. Below is a list of resources you can use to help engage in these areas.
Check out Headstart.gov/school-readiness for more information about developmental domains as well as hands on approaches with children 0-5 to engage in specific types of learning at home.
Starting a love of literacy early with your children is critical! The Early Learning HUB of Central Oregon works with the state to fund Dolly Parton’s Imagination Library, a resource that is free for families across Central Oregon and will deliver books to children at their homes every month until they are 5 years old! You can sign your child up here.
Last, if your child will be starting kindergarten in in the 2026-27 school year (next year) and you are interested in an at-home program to support reading, math and science skills, please email us at elhub@hdesd.org for more information about a program we fund called Waterford UpStart, which is free of charge for families and supports kindergarten readiness.
